The unblock fee is increased each time that it is paid and an account is unblocked.
Payment of the unblock fee entitles the account to a minimum of 120 days of unfettered access to @cxovelurisi.
Note that the unblock fee is quite high, and will not be affordable for most prospective clients.
This is intentional, and cannot be avoided.
Accounts that have been blocked aren't necessarily barred from becoming a client. Many current clients are blocked on X/Twitter, which does not have any bearing on their client status.
